The Constitution requirement, and two ways to clear it
California requires every teaching credential candidate to satisfy a requirement on the provisions and principles of the United States Constitution, and it can be met either by a course at an accredited institution or by an examination the Commission accepts.

What it is for
A candidate with everything else finished was held at the recommendation for one line on a checklist she had never read, and had to find a course in the middle of the summer. It is the smallest requirement on the California road and it stops people at the very end, because it sits outside the teaching coursework and nobody trips over it by accident.
How to think about it
Check it in the first month, not the last. Look at your own transcript first: an American government or United States Constitution course you took as an undergraduate may already satisfy it, and if it does the work is already done. If it does not, decide between a course and the examination on how much time you have rather than on preference.

The trap
Assuming any politics or history course counts. The requirement names a subject, and a course has to cover the provisions and principles of that document. A general modern history paper will not close the line, however good it was.
