The order the application is actually done in

The application is not one form. You create an educator account with the state, apply inside it for the certificate you want, pay, have the fingerprint check done, and then the programme sends its recommendation; the certificate is issued only once all of those have landed.

What it is for

A candidate finished her programme in May, was recommended the same week, and still had no certificate in July. She had never created the state account, so the recommendation her programme had sent had nothing to attach itself to. The system was waiting for her, quietly, for eight weeks, and she was waiting for it.

How to think about it

Do the parts you control before the parts you do not. The account, the application and the fingerprints are yours; the recommendation belongs to the programme and the issuing belongs to the state. Finish all three of yours early, and then the only thing outstanding at the end is the one thing that could never have been done sooner.
